PennDOT Launches Operation Safe Holiday in Time for Thanksgiving Travel

Harrisburg – With millions of motorists planning to travel for Thanksgiving, PennDOT today kicked off its Operation Safe Holiday campaign. Pennsylvania State Police and hundreds of
municipal police departments will work with PennDOT to increase traffic safety enforcement from now until the New Year’s holiday weekend.
“This weekend is the start of one of the busiest times of year on our highways,” said PennDOT Secretary Allen D. Biehler, P.E. “I urge all motorists to do their part by buckling up,
avoiding aggressive and impaired driving, and eliminating distractions while behind the wheel. Following these simple tips will help to ensure a safe holiday for everyone.”
As part of Operation Safe Holiday, police will use sobriety checkpoints, roving patrols and regular traffic safety patrols to focus on impaired, aggressive and unbuckled motorists. More
than 250 drivers were cited for driving under the influence during Operation Safe Holiday enforcement last year.
According to PennDOT, the Thanksgiving holiday period resulted in the most crashes of any holiday in 2008. There were more than 5,300 crashes and 53 fatalities during that span,
which includes the weekends before and after the holiday. To increase safety on long trips, PennDOT encourages motorists to make sure they are well-rested and alert. It is also a good
idea to rotate drivers and take frequent breaks.

PennDOT reminds motorists that weather and road conditions can deteriorate quickly at this time of year. Motorists should always check the weather forecast before traveling and make
sure their vehicle is equipped with a winter emergency kit.

Information on travel delays, road conditions and weather forecasts is also available by calling 511 from a landline or cell phone, or logging onto www.511pa.com before you leave home.

Governor Rendell Announces 33 Additional Projects to be Funded by American Recovery and Reinvestment Act
Savings from Low Bids Allow Additional Work

Harrisburg – Governor Edward G. Rendell today announced that 33 additional highway and bridge projects will be financed by the American Recovery and Reinvestment Act. Savings
from low bids on the current 293 Recovery Act funded projects will fund the additional projects.
“Pennsylvania has made, and will continue to make, good use of Recovery funds to tackle the backlogs in bridge and pavement maintenance,” Governor Rendell said in his certification
letter to U.S. Transportation Secretary Ray LaHood.

“In addition to helping the state and local municipalities advance their maintenance agenda, the Recovery Act money will mean job preservation and creation across Pennsylvania,” the
Governor added. “In addition to the immediate benefits of jobs and economic stimulus, these projects will create long-term infrastructure assets that will benefit future generations.”

Pennsylvania will receive $1.026 billion in Recovery funds for highway and bridge work. Through the end of October, the Department of Transportation has awarded contracts for 272
Recovery-funded projects totaling $849 million. Fifty-seven projects valued at $68 million have already been completed.
“PennDOT staff continue to work tirelessly to expedite these projects,” said PennDOT Secretary Allen D. Biehler, P.E. “We appreciate their hard work and the efforts of the construction
industry. Bids have been averaging 11 percent below estimates, and the savings make it possible to tackle 33 more projects.”
In his letter, the Governor noted that PennDOT worked with the 23 Metropolitan and Rural Planning Organizations to secure their consensus for the list of Recovery Act projects. The
Governor also praised the Pennsylvania Division Office of the Federal Highway Administration for its continued help with the evolving stimulus procedures and requirements.

PennDOT is modifying five existing Recovery-funded projects. Initially, Pennsylvania’s $1.026 billion Recovery Act allocation for road and bridge repairs was expected to fund 242
projects. Low bid savings on initial projects allowed PennDOT to add 51 projects in July.

Some of the projects of local interest include:

Chester County

·         U.S. 202 repaving and guiderail repairs in Westtown and West Goshen townships, $12.3 million. This project was previously certified for Recovery Act funding; it is being revised to
reflect cost and project description changes.

Lancaster County

·         Resurfacing of Route 272 between U.S. 222 to north of Dennis Driver, except for the Route 372 intersection, in Drumore, East Drumore and Fulton townships, $4.2 million.

York County

·         Restoration of the bridge carrying Indian Rock Dam Road over West Branch of Codorus Creek in North Codorus and West Manchester townships, $1.2 million.

·         Resurfacing of Route 116 between Jacobs Mill Road and Route 516 in Heidelberg and North Codorus townships, $2.1 million.

Philadelphia

·         Safety improvements and rehabilitation of dual bridges that carry the Roosevelt Expressway, U.S. 1, over the Schuylkill River in Philadelphia, $3.5 million.

PPL Electric Utilities sponsors ‘Change a Little, Save a Lot’ video contest
Company challenges customers to submit video tips on energy efficiency

ALLENTOWN, Pa. (Nov. 4, 2009) -- Move over Spielberg. Step aside Hollywood. PPL Electric
Utilities has a new director in mind, and it could be you.

The company on Wednesday (11/4) announced a video contest, challenging its customers to
share their best energy efficiency video tips for a chance to win a grand-prize worth $5,000.

The company’s “Change a Little, Save a Lot” contest runs until Jan. 15.

“For years, we’ve been sharing tips with customers on how to save energy and money,” said
Tom Stathos, director of Customer Strategy for PPL Electric Utilities. “Now we want to hear
from them. This is about tapping their creativity, having fun and spreading the word about
ways we can all help control electricity costs and protect the environment.”

Participants need not be the next Ron Howard to participate. A dash of creativity, sincerity and
good sense is all it takes, Stathos said.

The grand-prize winner will receive a $5,000 Sears gift card toward the purchase of ENERGY
STAR products and appliances. The top five videos will win prizes.

In addition, the first 50 customers who enter will receive an energy-efficient power strip that
automatically powers down appliances under certain conditions to save energy and money. A
total of more than $15,000 in prizes and giveaways is up for grabs.

Winners will be announced in late January, and the winning videos will be featured on the
company’s Video Center at www.pplelectric.com. The Video Center currently displays some of
the company’s favorite YouTube videos about energy efficiency.

Customers must be at least 18 years old to enter. Videos must be between 30 seconds and
three minutes long. Complete contest details are available at www.pplelectric.
com/videocontest.

“Opportunities abound at home, work and elsewhere to save,” Stathos said. “It could be
switching to compact fluorescent lights, weatherizing your home, buying energy-efficient
appliances, or simply turning off the lights, computers and TVs when not in use.

“Every little bit counts, and every kilowatt saved makes a difference in more ways than one,”
he said. “Encouraging customers to use energy wisely and helping them with information and
tools to control costs is what our e-power campaign is all about.”

In addition to sponsoring the video contest, Stathos said, the company is poised to begin
rolling out more than a dozen new energy efficiency programs aimed at helping customers
save. Those programs will provide opportunities for every type of customer and include
everything from rebates for energy-efficient equipment to discounts on compact fluorescent
lighting, expanded home weatherization services and much more.

He said the company will share more information on the new options in the coming months as
it rolls out programs approved by the Pennsylvania Public Utility Commission last month.

PPL Electric Utilities, a subsidiary of PPL Corporation (NYSE: PPL), provides electric delivery
service to 1.4 million customers in 29 counties of eastern and central Pennsylvania and has
consistently ranked among the best companies for customer service in the United States.

PPL receives FERC approval to expand Holtwood hydroelectric plant
HOLTWOOD, Pa. (Nov. 3, 2009) -- Approval by the Federal Energy Regulatory Commission of a
request by PPL Holtwood, LLC, is a significant milestone in the plan to increase generation of
clean, renewable energy and improve migratory fish passage, the company said Tuesday (11/3).

“Expanding the Holtwood plant is part of PPL’s commitment to make sound financial
investments while increasing the proportion of non-fossil-fuel resources in our strong
generation portfolio,” said Victor N. Lopiano, PPL’s senior vice president-Fossil and Hydro
Generation. “We appreciate FERC’s timely action on our application.”

About 40 percent of the electricity PPL generates annually comes from nuclear, hydroelectric
and renewable sources that do not emit carbon dioxide to the atmosphere, he said.

The expansion project, with an estimated cost of $440 million, will add enough renewable
energy to power 100,000 typical homes. PPL’s planned 125-megawatt increase in generating
capacity will more than double Holtwood’s existing generating capacity of 108 megawatts. In
addition, in approving this application FERC has extended the existing operating license for
the Holtwood hydroelectric plant through August 2030.

PPL resubmitted the Holtwood expansion application to FERC in April 2009 after withdrawing
the original application in December 2008, citing economic conditions. In refiling the
application, PPL said incentives in the federal stimulus package could make the project
feasible again by offsetting the factors that caused the company to withdraw its original
application.

“We continue to work with the U.S. Department of Energy to obtain loan guarantees for the
Holtwood project from the federal economic stimulus package. The loan guarantees will
enable us to reduce the overall financing cost for the project to develop additional clean,
renewable energy,” Lopiano said.

Additional benefits of the project are improved passage for migratory fish along the
Susquehanna River and its tributaries, and improved recreational opportunities.

PPL has selected Walsh Construction of Chicago as the general contractor for the project,
which is expected to create more than 200 construction jobs. Some pre-construction work has
begun. Construction is expected to start in the first quarter of 2010.

PPL purchased the turbine generators for the project from a Pennsylvania company, Voith
Hydro of York.

FERC’s approval of the Holtwood project comes just weeks after PPL’s official start of
redevelopment at its Rainbow hydroelectric plant near Great Falls, Mont. The Montana
project, with an estimated cost of $230 million, will increase the amount of clean, renewable
power generated there by 70 percent and improve fish passage when the project is
completed in 2012.

The Holtwood plant has been generating electricity since 1910, using the power of the water
held back by a 55-foot-high dam across the Susquehanna River between Lancaster and York
counties in south central Pennsylvania. The dam creates Lake Aldred, an 8-mile reservoir that
provides opportunities for boating, fishing and other public recreation.

PPL Corporation (NYSE: PPL), headquartered in Allentown, Pa., controls or owns more than
12,000 megawatts of generating capacity in the United States, sells energy in key U.S. markets
and delivers electricity to about 4 million customers in Pennsylvania and the United Kingdom.

Governor Rendell: Investments in Intermodal Yard Improvements
Will Reduce Congestion, Spur Economy
Philadelphia – Governor Edward G. Rendell today joined executives from Norfolk Southern
Corp. to announce a combined investment of $11 million to improve the Philadelphia Navy
Yard Intermodal Facility as part of the railroad’s Crescent Corridor initiative, aiming to
establish a high-speed intermodal rail freight route between the Gulf Coast and Northeastern
U.S.
A $5 million investment from the state will be matched by $6 million from Norfolk Southern to
nearly double the facility’s size.
"With its proximity to the port, rail lines and major highways, this yard is an optimal intermodal
location,” Governor Rendell said. “This project will create jobs as well as relieve highway
congestion. The Crescent Corridor could mean as many as 26,000 jobs created and retained in
Pennsylvania over the next 10 years.”
The $5 million in state funding is included in a $45 million commitment Governor Rendell made
on Aug. 12, when construction of a new intermodal facility in Greencastle, Franklin County,
was announced. The state allocation, over three years, will be matched by Norfolk Southern’s
$79 million and an anticipated $61 million in federal support. In September, Governor Rendell,
partnering with four other states and Norfolk Southern Corp., submitted an application to the
U.S. Department of Transportation for $300 million from the American Recovery and
Reinvestment Act for the Crescent Corridor. The money would come from the $1.5 billion
federal discretionary transportation program for projects of regional or national significance.
Since Governor Rendell took office, the commonwealth's annual investment in rail freight has
more than tripled from $12.75 million to $40 million a year.

PennDOT Offers Safety Tips for Halloween
Motorists Encouraged to Watch for Children, Avoid Impaired Driving

Harrisburg – With children taking to the streets this week to trick-or-treat, PennDOT Secretary
Allen D. Biehler reminded motorists to slow down and watch for pedestrians.“Some
communities hold trick-or-treat during evening rush hours, so we are asking all motorists to
exercise increased caution,” Biehler said. “Watch your speed, avoid distractions and ‘expect
the unexpected’ since children can be unpredictable.”
Motorists should be especially vigilant on neighborhood streets as children may dart out
between parked vehicles or walk on the side of the road.
Parents and guardians can enhance the safety and visibility of children by following a few
simple tips:

•Buy or make brightly-colored, highly-visible costumes that do not interfere with a child’s
ability to see, hear or walk;
•Consider adding strips of reflective tape to darker-colored costumes or trick-or-treat bags;
•Encourage children to carry a flashlight or glow stick;
•Accompany young children while they are trick-or-treating;
•Remind children to pay attention to their surroundings and to look both ways before crossing
a street; and
•Tell children to walk instead of run and to remain on sidewalks whenever possible.

PennDOT recognizes that Halloween is enjoyed by adult partygoers, too. Motorists are
encouraged to plan ahead for a safe ride home and avoid impaired driving. Last year there
were 412 crashes and five fatalities on Halloween. Forty-five of those crashes involved
alcohol.

Replacement and Intersection Improvements
Simmontown Road to be detoured as part of project in Chester & Lancaster counties
10/16/2009-KING OF PRUSSIA

Construction begins Wednesday (October 21) on a project to replace the Route 41 bridge over
Pine Creek in West Sadsbury Township, Chester County and Sadsbury Township, Lancaster
County, the Pennsylvania Department of Transportation (PennDOT) today announced.

Traffic along Route 41 will be maintained with one lane in each direction using lane shifts
between Pine Creek and Zook roads beginning Wednesday morning (Oct. 21). Crews will
rebuild the northbound side of the bridge, using the southbound lane and shoulder as the
two open travel lanes. The new traffic pattern is planned to continue through late December.

Additionally, beginning Wednesday, Simmontown Road will be closed and detoured between
Route 41 and Sadsbury Lane through late December for crews to widen the intersection of
Simmontown Road and Route 41 and add left turn lanes. Through traffic will be detoured to
follow Route 41 and Strasburg Road.

At later dates during the project, there will be detours of Zook Road and Sadsbury Avenue,
also to add turn lanes at the intersections with Route 41.

Under this project, an existing 24 foot-long concrete T-beam bridge over the Pine Creek will
be replaced with a 65-foot long precast concrete box beam structure. Route 41 will be
widened from two 11-foot wide lanes to three 11-foot wide lanes, including a continuous
center turn lane. The intersections with Simmontown Road and Zook Road will be widened to
include dedicated left turn lanes.

The work is weather dependent.

The general contractor on the $3,892,294 project is Reading Materials, Inc. of Skippack, Pa.
The work is expected to be completed in October 2010.

Missing hiker rescued early Sunday morning
Late Saturday evening crews we're called out to search for a woman and her two dogs. It
happened in Martic Township along River Road at Tucquan Glen Road. A 27 year old female
who had been hiking with her mother and two dogs did not make it out until after dusk. The
woman stayed in place with her two dogs while her mother went and flagged down a motorist
who called for help. After trying to make contact with the woman, crews then deployed out into
the woods. The terrain there is very steep and would appear to be quite dangerous to anyone
who has limited or no knowledge of the area. Just a mile south of the site where crews were
stationed is Pinnacle Point, a very breathtaking overlook of the Susquehanna River and the
coastal side of York County. It is also just North of the Holtwood dam. Crews who went out into
the woods were able to make contact with the woman in distress after about 40 minutes,
according to Tony Williams of the Rawlinsville Fire Company. At that time they were also able
to confirm that she was uninjured. Crews then began to escort her back out of the woods.
EMS crews confirmed she, as well as her animals were uninjured. Williams also said, “It is best
for lost individuals to stay in place and let crews find them.” It took crews about an hour and a
half from the time the call came in until she made it back where EMS crews could evaluate her
condition. State Police helicopter officials were in route to the call when she was found. The
initial units that we're involved were from station 5-6 Pequea and 5-8 Rawlinsville. Additionally
Stations 1-14 Middle Creek S.A.R, 5-3 Conestoga, Field Communications 91 out of LCWC,
special unit 6-12 Lancaster EMS (LEMSA), Pennsylvania State Police who assisted with use of
their helicopter and Troopers on the ground and Chesapeake Search and Rescue dogs.
